In Odense, both International Citizen Service South (ICS) and Citizen Service (Borgerservice) operate inside Borgernes Hus. While ICS focuses on the initial, multi‑authority registration for internationals, Borgerservice provides local municipal services after settlement. International Citizen Service

ICS is a national one‑stop service created specifically for newly arrived international residents staying more than three months. It gathers several national authorities in one place and handles the entire newcomer registration process, including EU residence documents, residence and work permit coordination in collaboration with SIRI, CPR number, health insurance card, MitID, and tax card issuance. ICS offers a streamlined, centralized setup designed to simplify arrival procedures for internationals.

 

Citizen Service

Borgerservice in Odense, by contrast, is the local municipal service for all residents. It handles ongoing tasks such as address registration, health cards, MitID, and CPR registration for Odense residents outside ICS’s regional coverage.
